A horizontal lifeline / cable system is often used to restrict access a worker has to the hazard of fall.  By utilizing an HLL system instead of anchoring points, you are reducing the event of misuse.  A pass-through system further increases productivity as workers are not continually disconnecting and reconnecting as they make their way along the system.
